Sources said the scheme would be funded through unclaimed deposits available with the government for which the law has already been amended as part of the budget exercise. Aimed at those above 60 years of age, the scheme proposes to cover medical expenses incurred for secondary and tertiary care up to Rs.1 lakh a year.

For those who fall below the poverty line (BPL), the government also proposes to subsidize the premium paid for health cover by up to 90% of the amount. The government proposes to link this scheme to bank accounts of beneficiaries to directly transfer the subsidized amount to the accounts. It is also considering a variant wherein a health insurance cover of Rs.1 lakh is given to an entire family which has a senior citizenThe scheme is likely to be announced by Prime Minister Narendra Modi in his address to the nation on 15 August.
